MINUTES OF THE TOWNSHIP OF STIRLING-RAWDON REGULAR COUNCIL
MEETING HELD ON JANUARY 7, 2008

The meeting was called to order by the Mayor stating that this is the 10th anniversary of the amalgamated Township of Stirling-Rawdon Council meetings.  He spoke of the many enhancements and accomplishments undertaken over the past ten years.

 “That the minutes of the Township of Stirling-Rawdon Council meeting held on December 17, 2007 be approved.”  Carried.

“That Council acknowledge receipt of a resolution dated December 14, 2007 from the Regional Municipality of Durham requesting that the Federal Government revamp the criteria for Employment Insurance to ensure Employment  Insurance acts as it was designed to be which is an insurance program to assist during periods of unemployment, and that the Premier of Ontario be called upon to advocate on behalf of Ontario and the municipalities of Ontario to ensure that Ontario workers are eligible for benefits under the Employment Insurance program

 

and further that Council support said resolution.”  Carried.

“That the following items of correspondence be received and filed as information:

a)   minutes of the Board of Directors meeting of the Marmora District Housing Commission held on January 8, February 27, March 27, April 24, May 22, June 26, August 28, September 25, October 23 and November 20, 2007.

b)   minutes of the Quinte Waste Solutions Board Meeting held on November 19, 2007.

c)   minutes of the Stirling CIA – community In Action Committee meeting held on December 13, 2007.

d)   minutes of the Lower Trent Conservation Authority Board of Directors Meeting held on December 13, 2007.

e)   minutes of the Lower Trent Source Protection Authority meeting held on December 13, 2007.”  Carried.

“That Council approve payment of the accounts in the amount of $426,661.94 as follows:

                        TOTAL                          -                $ 426,661.94.  Carried.

“That Council approve the Animal Control Officer’s report for the month of December and that he be paid.” Carried.

 

 

BY-LAWS

 

No. 623-07      ENTITLED a by-law to appoint certain officers in and for the Corporation of the Township of Stirling-Rawdon for the year 2008 or until successors are appointed or their appointments are otherwise terminated.

No. 626-07      ENTITLED a By-law to authorize the Township of Stirling-Rawdon to enter into an Agreement with David N. Moore & Son with respect to a contract for garbage collection, haulage and disposal.

No. 627-08      ENTITLED a by-law to establish water and sewer rates in the Corporation of the Township of Stirling-Rawdon.

No. 628-08      ENTITLED a By-law to authorize the Township of Stirling-Rawdon to enter into an agreement with Sondra Vandevelde to provide funding under the Façade/Signage Improvement Program.

No. 630-08      ENTITLED a By-law to adopt an Accountability and Transparency policy for the Corporation of the Township of Stirling-Rawdon.

No. 631-08      Being a By-law respecting the borrowing of money by the Corporation.

No. 632-08      Entitled a By-law to adopt a Delegation of Powers and Duties policy for the Corporation of the Township of Stirling-Rawdon.

No. 633-08      Entitled a By-law to adopt a Capital Asset policy for the Corporation of the Township of Stirling-Rawdon.

No. 634-08      Entitled a By-law to adopt a Municipal Closed Meeting Investigator policy for the Corporation of the Township of Stirling-Rawdon.

“That By-law Nos. 623-07, 626-07,627-08, 628-08, 630-08, 631-08, 632-08 633-08 and 634-08 be given three readings, be signed, sealed and numbered.” Carried.
